Michelle:

I have to wash Cruiser's tail a lot since he is a palamino.  I fill a bucket
full of warm water and stick his whole tail in it.  I hold the bucket up so I
can get the entire tail wet.  You might not have to do that with a mini.  Once
it's all wet I put in the shampoo and work it in good.  Then I put the tail
back in and rinse it good.  You can get another bucket of fresh water if you
think there is still soap in the tail.  Cruiser likes this better than the
hose.  He doesn't like the hose much, but we are working on it.  I also put
conditioner in his tail.  I just leave it and and don't rinse.  I comb it
through his tail.
