Hi Jewel,
If I'm not mistaken, I think tail docking for horses has definitely been
band here in the states. If that docked tail look is still desired, then I
have heard of a mock hair piece that can be attached to the base of the tail
and woven/braided with the horse's tail that would give it the same look.
