Yes!  with the usual health requirements. I can't vouch for the latest
regulations, but dogs used to have to be quarantined for 30 days in a home
or on licensed premises where they could not have contact with other dogs,
but that reg may have been relaxed  now.
Most island nations, such as Hawaii and Australia:  yes!  Australia, big as
it is, is still recognised as being an island:  have modernised their
requirements re guide dogs.  A current rabies vaccination is mandatory, but
that is no hassle to guide dogs coming from the USA as guide dogs always are
up-to-date with rabies and heartworm treatments.
New Zealand has never had a case of rabies, or of heartworm, but it is in
Australia so it is just a matter of time and bad luck before a mosquito
carrying the hw virus gets caught in a westerly wind and is blown,
eastwards,  across the Tasman Sea.
