Is anyone aware of a program locally or nationally, to get a blind person a free or low cost land line phone? This fella sent a note to Richard who asked me, anyone?

My name is Norman Tipton and I am a student intern. I'm trying to find information about where I can acquire at no cost (or very low cost) a land line phone for a low income elderly blind individual who lives alone. She lives in Akron, Ohio. Can you help direct me to an agency that offers this type of service?
