Uhrn.... Europ is a bit of a big place... bordered by the Ural mountains in
the East and Iceland in the West..... Is as North as Murmansk on the White
Sea in Russia, and as South as Cape passero in Sicily.... Where may you be?
And in what language wish you to do a Ph.d? And in what subject?

You may need to narrow yourself down a bit, and then contact academic and
rehabilitation organizations that are specific to the nation, language,
university, and research discipline in question.
