This Mom can always make a referral to early intervention, typically through the Case Management that services her county. She can do this on her own, you do not need to have a pediatrician or health care provider do this. They can come and do an eval, make suggestions or set up in-home therapy (the child's natural environment).  Like other parents said, there is a norm for typically developing kids to reach their milestones, their is an adjusted norm for preemies. Adison never crawled, she 'army crawled.' She always had her belly on the floor, I think it gave her security.
