[blindkid] School cane O/M issues

Nope! You are the mother, and you call the shots. You are the leader of the 
team. If you want her to use her cane, then she should be using it. I would 
write both teachers, and don't ask, but state that she is to use it. I would 
also have the conversation with her. Keep going. You are doing a great job.
