Those restrictions are true but exceptions are frequently made, especially
for special needs children and even more so if the child is older.
I have recently seen several exceptions made for the age of the parents &
family size.

I can't swear to it but if I recall correctly, they are willing to consider
disabilities when the parent's disability matches the child's.  So they'd be
likely to consider a blind parent adopting a blind child, deaf parent a deaf
child etc.

Unfortunately there still have been no exceptions that I know of for single
parents (unless their paperwork was in before the changes).
