But grow up they did and for whatever reasons. The responbsible child should
then be punished for growing to accept responsibility although much earlier
then his peers? How is that fair?

Well, here is my oppinion on the topic of twelve-year-olds and guide dogs. 
Having been a guide dog user and a parent, I found owning a guide dog nearly

as demanding as being a parent and in some cases more so. What 
twelve-year-old, mature or not, is ready to be a parent. It is an around the

clock job. How many kids that age are able and willing to clean up 
unexpected poop or throw-up. How many are able to deal with peers constantly

wanting to pet, feed and otherwise torment the animal. Show me the child 
who, at that age, is truly ready for such a responsibility and I'd have to 
say they've grown up entirely too fast!
