P.S.  Yes, as in the case of Zachary - if their better eye has a condition that is known to get worse - then yes, they can receive VI services but they are not considered legally blind until their vision is less than 20/200 in the better eye with correction or less than 20 degrees visual field.

Good question.  In Illinois, it's generally determined by the vision in the better eye.  But my son Zachary (one good, one blind), qualifies because he has a degenerative condition (glaucoma).
