Leah,

The National Reading Media Assessment is designed to be used as part of
Learning Media Assessment.  A LMA has to be administered by a Teacher of
the Visually Impaired.  No one else can do the testing.   Generally you can
pay to have any assessment done independently and then give it to your IEP
committee but its up to them whether they accept the assessment or
not.  The best way to go about it is to ask your district for a new
FVA/LMA, that's Functional Vision/Learning Media assessment.  You can ask
them to use the NRMA as part of it.  If they choose not to or if you don't
agree with their evaluation, then you can ask for an Independent
Educational Evaluation (IEE) to be preformed.  This is when the School pays
for an independent assessor to come in and do the assessment.  Usually they
will give you a list of people in the area who they have used in the past
and you can either choose one of their assessors or you can request an
independent assessor that you know.  Its possible that if you let us know
your state someone on this list can recommend a qualified TVI who does
IEEs.   The school pays for the Independent Educational Evaluation so you
don't have to.  Also they are more likely to accept the assessment in the
IEP meeting because they paid for it.
