Missouri has a white cane law. I certainly will not be telling Drake to feel free to jaywalk where he likes even though the law gives him a free jaywalking pass.   Few people in the state even realize a driver will be held strictly liable if they hit a pedestrian with a white cane or a guide dog.  But even if it were a well known law, it seems rather dangerous to wander out into the road at one's leisure.   
In any event, in my opinion the law doesn't afford protection to the blind.  The law only makes it easier to collect damages since one need not prove culpability on the part of the driver.

The Missouri Bar Disciplinary Counsel requires all Missouri attorneys
