I had a similar experience about 6 months ago when my son was writing his
Braille teacher over the summer. I called the post office and spoke to
whomever is in charge over there and was told that Free Matter for the
Blind is only for entities like schools or libraries... which is of course
wrong. I explained very politely that it includes items such as these, and
then emailed the link that Margaret Moore provided earlier. The gentleman
was very kind and helpful and told me that my son's mail would never be
refused again, and said he would include this information in an upcoming
staff educational meeting.

We live in a smallish suburb of a larger city, and I just think this is so
rare that many are uneducated and just need to be given the appropriate
information.

I hope you can get it cleared up and that everything goes smoothly in the
future!
