The only you can get a scanned document to read is to print it out and 
rescan it using OCR software such as Kurzweil. I spend time educating my 
clients however as to the format that I need documents in. As many of my 
clients are nonprofits or public entities that serve various groups I spend 
some time educating and acquainting them with web accessibility standards 
and encourage them to use them when they design content.\
