[blindlaw] The Census does not track the blind

In 2010 you will receive a census form in the mail or else there will be 
PSA's telling you to call a number if you need help filling out the form. In 
some cases census enumerators will canvas your neighborhood and come to your 
home. At least this is how it was done in 2000.
