If this is in Texas, you need to ask what type of shingles are on the roof!
In the 70's and 80's they shingled rooves of apartment houses with Cedar, so
there is a serious fire concern here!  This is the principal reason why
apartments burn in Texas.

And if the landlord was concerned about this, chances are he was assuming
you knew the place had cedar shingles, you see he forgot that you were
blind, that you couldn't see the shingles.  So I think he has a legitmate
concern if he has cedar shingles on the apartment.
