[blindlaw] Accessibility of Bills

Hopefully, before filing a complaint...maybe this person could attempt to
speak with a manager first to explain the situation.  Most of those people
who answer the phones have no idea what the law is.  Seems that would be the
appropriate step initially.

I would think that this would be grounds for an ADA complaint with the 
Department of Justice or a grievance with the state agency in your state 
that regulates public utilities. Here in California its the aPublic 
Utilities Commission. not sure though what it is in Texas.
