What is the U.S. Department of Education's position on the applicability of 
the ADA and Section 504 of the Rehabilitation Act of 1973 to federal 
licensees, such as professional associations that are granted the authority 
to accredit their own educational centers and to train, certify, and 
regulate the conduct of their members?

I don't find any reference to federal licensees on the websites of the DOE's 
Office for Civil Rights, or of the EEOC.
