[blindlaw] Purpose of List

Basically,
a resolution must be made regarding CAPTCHAs.
Then, it goes to the resolution board at general convention, and they do a recommending vote.
Then its presented to the general session, and stated weather "board reccommends pass".
And it goes to a full NFB-membership up or down vote.
If aprooved, that becomes policy.

Then the NFB can do as it sees fit within that policy.
