  About the Office: The Criminal Division of the U.S. Department of Justice, is seeking a current Criminal Division attorney for a position in the International Prisoner Transfer Unit (IPTU), within the Office of Enforcement Operations (OEO). The position is based in Washington, D.C. The IPTU Unit is responsible for administering the International Prisoner Transfer Program. The primary responsibility of the IPTU is to review and recommend the approval or denial of transfer requests submitted by foreign prisoners serving sentences in American prisons, who are seeking to transfer to their home countries to serve their sentences, as well as requests submitted by American prisoners serving sentences in foreign prisons, who are seeking to transfer to the United States to serve their sentences. The review process is mandated by treaties or other bilateral or multilateral agreements and is authorized by Congress, pursuant to 18 U.S.C. § 4100-4115. Currently, the United States has prisoner-transfer relationships with almost 80 countries. In addition, all 50 states have statutes authorizing their participation in the program.

  Responsibilities and Opportunity Offered: This position is responsible for reviewing transfer requests and preparing recommendation memoranda assessing whether the transfer is appropriate; monitoring approved transfer requests; overseeing transfer programs with and acting as primary contact to foreign countries having a transfer treaty relationship with the United States; monitoring and overseeing the implementation of the transfer program in assigned states; participating in meetings and discussions with federal, state, and foreign officials about transfer matters; assisting in training state and foreign officials about the prisoner transfer program; working with the U.S. Department of State, the Federal Bureau of Prisons, United States Attorneys' Offices (USAOs), and federal law enforcement agencies on issues critical to the successful administration of the transfer program; researching legal and factual issues that arise in administering the transfer program; drafting legislation and legal memoranda; assisting the USAOs in responding to prison transfer related to litigation claims; advising attorneys both in OEO and the Office of International Affairs (OIA) about proposed treaties and amendments; and responding to numerous telephone and written inquiries regarding prisoner transfers matters, including Freedom of Information/Privacy Act requests, correspondence from Congress, foreign embassies, state authorities, prisoners, prisoners' families, and private attorneys.

  Qualifications: To qualify, applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia(active Bar membership), and have at least five years of post-J.D. experience in criminal law. Applicants must be current Criminal Division attorneys. Applicants should also possess: litigation experience, excellent research and writing skills, strong academic credentials and demonstrated ability to work collegially. The preferred candidate will have foreign language proficiency.

  Salary Information: Starting grade and step are based upon a variety of factors, including experience and special qualifications.
