[blindlaw] Accessibility of LAWS versus WESTLAW

Both are accessable.  I don't think it really matters which you use,
although lexis is a bit slower some times, particularly with large annotated
statutes.  Lexis is easier to use, but westlaw is pretty powerful.  I guess
I would recommend westlaw.
