I think the important distinction is that an intern is generally someone who
is first and foremost a student. Volunteer attorneys are sworn in and held
to the standard of an actual practicing attorney of their level of
experience. All three DA's offices with which I've worked have employed
volunteers sworn as acting deputy district attorneys. Given budget
constraints, they have become integral parts of lower level prosecutions in
some jurisdictions.
