Yes, you have to become licensed for the federal bar, which involves paying
a fee to your federal district court. Look up your local federal district
court on google, and the website should have info on which office to contact
and the fees to become licensed by the federal bar in your district. For
the district of NM it was $150.00, and fairly quick to get my certificate.
