hi,

with the situation of a vendor being a sub contractor for a state agency,
how could it be legal for the state to tell a vendor how much they can charge when the customer is not involved/have a rehab case and can't afford to pay $75 or more per hour.
the vendor would be willing to charge less if the threat of cancelling the contract was not a possibility.
