You will provide legal advice, legal briefings, and counsel to soldiers in the Medical Evaluation Board (MEB) process.   Conduct examination of witnesses and prepare legal memoranda in connection with medical treatment, board proceedings, and medical records documentation.  Serve as liaison for Staff Judge Advocate within assigned area of responsibility. Provide assistance to the Physical Evaluation Board (PEB) for case preparation, client preparation, witness identification and preparation, collect and document legal research.   Review case files and soldiers medical records to evaluate potential outcomes.   Apply knowledge of VA benefits, medical terminology, treatment and conditions.   Perform in-court representation as authorized by the Staff Judge Advocate IAW AR 27-3, "The Army Legal Assistance Program."   Develop training plans and materials to be presented in various media forms.  Instruct soldiers, attorneys, paralegals, judge advocates, medical personnel, command and staff, and other personnel involved with the PEB system. May oversee the work of one paralegal specialist.

 Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.  KSAs:
 (1) Ability to analyze situations, render legal opinions and assist clients in the Military Physical Disability Evaluation System (PDES), including Medical Evaluation Boards, Physical Evaluation Boards, the Veterans Administration disability evaluation system, or other federal or state disability evaluation systems.
(2)  Ability to apply knowledge and experience in general Health Law discipline to individuals or entities to include malpractice actions, HIPAA, Privacy Act and other related topics.
(3) Skill in Written Communication.
(4) Skill in Oral Communication.
(5)  Ability to analyze legal assistance issues and assist clients in legal assistance practice areas.
(6) Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.
The following minimum qualification requirements must be met before applicants are eligible for further consideration.

* Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

* Bar membership:  Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

* Experience:  Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.  Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government must have completed 1 year at the next lower level within 30 days of closing date of the announcement, or previously served at the same or higher grade as the position being filled.
