You will serve in the Office of Chief Counsel (OCC) as the Assistant Regional Counsel at the Region 10 location in Seattle, WA, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). This position works with the Regional Counsel, Chief of Staff for Legal Policy (CSLP), and other Office of Chief Counsel components to support seamless interactions between Region and Headquarters in the provision of legal services to the Regional Administrator and FEMA staff in Region 10. This position starts at a salary of $87,306 (GS-13), with promotion potential to $103,169 (GS-14). Work is generally performed in the Regional office, but may be assigned to travel to field offices within Region to assist with providing training and mentoring to field office legal staff and legal advice and counsel to field offices.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.
KEY REQUIREMENTS

Works under the supervision and oversight of the Regional Counsel to assist in providing a wide range of legal services to the Region. Incumbent must make use of a broad background in Agency policy, regulations and statutes as well as administrative law.
· Assists in preparing extensive, comprehensive and complex legal research and supports Regional Counsel in providing and coordinating the provisions of legal advice relating to FEMA's implementation of its program responsibilities including preparedness, response, recovery, hazard mitigation, and floodplain management and insurance authorities
· Responsible for assisting with, and coordinating, the provision of legal advice for a wide variety of general law areas including procurement, contracts, grants, personnel, property, finance, financial management, claims, freedom of information, privacy, ethics, environmental, training and education, and all aspects of administrative procedure
· Represents the Office of Chief Counsel in speaking for FEMA on technical legal questions and assigned matters in contacts and negotiations with other Federal agency Region components, State and local governments, and at conferences and seminars with private parties

You qualify for this position at the GS-13 level if you possess the following: One full year of specialized experience. Specialized experience is described as experience analyzing and interpreting federal and state statutes, regulations, and policies; Executive Orders; and judicial and administrative decisions in the course of rendering advice, as well as significant knowledge or experience addressing complex legal issues pertaining to one or more of the following areas: personnel law; fiscal law; procurement; grants management; environmental law; administrative law; floodplain management and hazard mitigation; disaster response and recovery; emergency preparedness.
AND
Possess a J.D. or LL.B. degree from an accredited law school, and must be admitted to practice and be in good standing in the highest court of a State, Commonwealth, Territory of the U.S., or the District of Columbia.
You qualify for this position at the GS-14 level if you possess the following: One full year of specialized experience. Specialized experience means significant knowledge or experience (a) analyzing and interpreting federal and state statues, regulations, and policies; Executive Orders; and judicial and administrative decisions in the course of rendering advice; (b) addressing extremely complex legal issues pertaining to one or more of the following areas; personnel law; fiscal law; procurement; grants management; environmental law; administrative law; floodplain management and hazard mitigation; disaster response and recovery; emergency preparedness; and (c) advising high senior officials and interacting with representatives from various sectors of government and the public.
AND
Possess a J.D. or LL.B degree from an accredited law school, and must admitted to practice and be in good standing in the highest court of a State, Commonwealth, Territory of the U.S., or the District of Columbia.
