Thanks for your comments Ronza, Daniel, and Ross.  I thought that
Schedue A applied to a disabled person or a veteran.  Moreover, I
thought the veteran did not require a disability in order to qualify
for Schedule A.  It sounds like, however, your saying that Schedule A
applies to only people with disabilities and if the person with a
disability happens to be a veteran then that's a bonus.  So, if that's
the case, I don't think that's unfair.
