About the Office: The Department of Justice has a diverse and talented
workforce of over 100,000 men and women. The Department of Justice leads the
Nation in ensuring the protection of all Americans while preserving their
constitutional freedoms.

The United States Attorney's Office prosecutes federal crimes and represents
the United States in all of its civil and appellate litigation in the
Western District of Pennsylvania, which consists of 25 counties in the
western part of the state. The main office is in Pittsburgh, and there are
staffed branch offices in Erie and Johnstown. Our office is seeking an
attorney to join a dedicated and talented team in the Appellate Division
which handles the appellate practice for the District. Assistant U.S.
Attorneys in the Appellate Division also assist with criminal prosecution
and civil litigation in federal district court throughout the District. 

Responsibilities and Opportunity Offered: The United States Attorney's
Office in Pittsburgh, Pennsylvania, is seeking an Assistant U.S. Attorney
for its Appellate Division. The Appellate Division is responsible for
representing the United States and its agencies in criminal and civil
appeals before the United States Court of Appeals for the Third Circuit.
Although the principal responsibilities of an Appellate Division Assistant
U.S. Attorney involve briefing and arguing federal appeals, the attorney
selected for this position will also provide legal advice and expertise
regarding proceedings in district court. The District's appellate caseload
is extremely heavy; Assistant U.S. Attorneys will be responsible for
handling a varied caseload at any given time.

Qualifications: Required qualifications: Applicants must possess a J.D.
degree, be an active member of the bar (any jurisdiction), and have at least
one year post-J.D. experience.

Preferred qualifications: Ideal qualifications include at least three years
of post J.D. experience. Applicants must demonstrate a quick analytical
ability and the ability to accurately and precisely articulate the critical
issues in a case. Applicants must demonstrate superior oral advocacy and
writing skills, strong research and interpersonal skills, as well as
exemplary judgement, professionalism, ethics and civility. Applicants must
exhibit the ability to work in a supportive and professional manner with
other attorneys, support staff and client agencies. Applicants must have a
demonstrated capacity to function, with minimal guidance, in a highly
demanding environment.

Applicants will be expected to perform their own legal research and writing
and will be substantially self-sufficient in preparing day-to-day
correspondence and pleadings. Applicants also must demonstrate excellent
computer literacy skills to include experience with automated internet
research, electronic court filings and electronic e-mail and work processing
systems. 

Substantial appellate advocacy experience, particularly in federal courts,
is strongly preferred as is federal clerkship experience. 

Travel: Occasional travel within and outside the district will be required,
including travel to Philadelphia, Pennsylvania, for appellate arguments.

Salary Information: Assistant United States Attorneys' pay is
administratively determined based, in part, on the number years of
professional attorney experience. The range of pay is $62,345 - $137,310.
These rates include locality pay of 16.37%.

Location: Pittsburgh, Pennsylvania.

Relocation Expenses: Relocation expenses will not be authorized.

There is no formal rating system for applying veterans' preference to
attorney appointments in the excepted service; however, the Department of
Justice considers veterans' preference eligibility as a positive factor in
attorney hiring. Applicants eligible for veterans' preference must include
that information in their cover letter or resume and attach supporting
documentation (e.g., the DD 214, Certificate of Release or Discharge from
Active Duty and other supporting documentation) to their submissions.
Although the "point" system is not used, per se, applicants eligible to
claim 10-point preference must submit Standard Form (SF) 15, Application for
10-Point Veteran Preference, and submit the supporting documentation
required for the specific type of preference claimed (visit the OPM website,
www.opm.gov/forms/pdf_fill/SF15.pdf for a copy of SF 15, which lists the
types of 10-point preferences and the required supporting document(s).
Applicants should note that SF 15 requires supporting documentation
associated with service-connected disabilities or receipt of
nonservice-connected disability pensions to be dated 1991 or later except in
the case of service members submitting official statements or retirement
orders from a branch of the Armed Forces showing that his or her retirement
was due to a permanent service-connected disability or that he/she was
transferred to the permanent disability retired list (the statement or
retirement orders must indicate that the disability is 10% or more).
