These are indeed regretful policies. As bothersome and even discriminatory as the issue in Mass. May be, misinformed policies concerning assistance dogs in the education setting is not new. Institutions of post-secondary education, as well as secondary institutions, have many, many issues and reactions, sometimes legitimate but more often than not negative or even discriminatory, when it relates to assistance dog access. I have even consulted on one such case. At our first animal law symposium, one of the speakers presented on the issue of the IDEA and high school students and their assistance dogs in the school house. There is a good law review article a student published in the Baltimore Law Forum, which I may transmit if interested. A progressive institution as relates to assistance dogs is my own alma matre (Wright State University) who has a play area with large lawn and obstacles for service animals. This issue does spark my interest in having the Prometheus Group do some outreach to dog handlers in the region and write correspondence to the Board of regents, inquiring how Maryland colleges are educated on these issues. I do hope the Animal Law Section will explore this issue in the future. My article on animals and ADR just published, now being on newsstands, well really in the mail or on-line. While the article did not discuss explicitly ADR as relates to colleges and assistance dogs, I am sure ADR tools, such as facilitation, would be helpful. Sincerely, Gary Addendum Guide Dog Users of Massachusetts sought the assistance of our organization, as well as the American Council of the Blind, to join with them in their complaint to the Department of Justice regarding the establishment of some regressive service dog policies by the fifteen community colleges in Massachusetts. Guide Dog Users of Massachusetts believed that this policy contained some provisions that did not treat individuals using service dogs with the utmost fairness and equality. They asked for our assistance, as well as the American Council of the Blind, because it has become known that this community college issue is one that crosses the borders of various states. Here is the synopsis of the provisions that we, collectively, took issue with: 1. Students, staff, and visitors using a service dog must contact the Office of Disabled Students before arriving on campus to inform college officials of his or her use of a service dog. 2. The student, staff, or visitor is told that they may voluntarily complete two forms -- a service dog registration form and an acknowledgement of responsibilities. Our GDUI leaders learned from our Massachusetts affiliate that other community colleges in New York, California, Vermont, and Washington have similar, if not worse policies toward service dog users. We found out that The San Diego Community College District requires service dog users to complete numerous tasks, including meeting with the Office for Disabled Students, completing an assessment form, and placing a service dog sticker on their student identification card. Such policies, and the ramifications they hold for disabled individuals throughout the country, are disturbing to us. We are happy to report that our President, Laurie Mehta and a delegation of our Board members, met via the telephone, with Dr. Gail Conrad, Director of the Disabled Students Programs for The San Diego Community College District. After a very productive meeting with Dr. Conrad, we were told that the District appreciated our input and is currently working on an update to their regressive policy. We want to thank Guide Dog Users of Massachusetts for reaching out to us, so we could show a united front on this official complaint to the Department of Justice. Sincerely, Gary Addendum Guide Dog Users of Massachusetts sought the assistance of our organization, as well as the American Council of the Blind, to join with them in their complaint to the Department of Justice regarding the establishment of some regressive service dog policies by the fifteen community colleges in Massachusetts. Guide Dog Users of Massachusetts believed that this policy contained some provisions that did not treat individuals using service dogs with the utmost fairness and equality. They asked for our assistance, as well as the American Council of the Blind, because it has become known that this community college issue is one that crosses the borders of various states. Here is the synopsis of the provisions that we, collectively, took issue with: 1. Students, staff, and visitors using a service dog must contact the Office of Disabled Students before arriving on campus to inform college officials of his or her use of a service dog. 2. The student, staff, or visitor is told that they may voluntarily complete two forms -- a service dog registration form and an acknowledgement of responsibilities. Our GDUI leaders learned from our Massachusetts affiliate that other community colleges in New York, California, Vermont, and Washington have similar, if not worse policies toward service dog users. We found out that The San Diego Community College District requires service dog users to complete numerous tasks, including meeting with the Office for Disabled Students, completing an assessment form, and placing a service dog sticker on their student identification card. Such policies, and the ramifications they hold for disabled individuals throughout the country, are disturbing to us. We are happy to report that our President, Laurie Mehta and a delegation of our Board members, met via the telephone, with Dr. Gail Conrad, Director of the Disabled Students Programs for The San Diego Community College District. After a very productive meeting with Dr. Conrad, we were told that the District appreciated our input and is currently working on an update to their regressive policy. We want to thank Guide Dog Users of Massachusetts for reaching out to us, so we could show a united front on this official complaint to the Department of Justice. Additionally, we hope to resolve the issue with The San Diego Community College District without the need for further debate. I was clearing a path so I could access the walk-signals to safely cross Cummins HWY and also access the MBTA Bus Stops that were blocked. This was being done since the city and various property owners refused to shovel snow after a storm.I found out this week, that a small injury I received will possibly need surgery. I will no final details on the extent of this on later this month. My health insurance coverage only covers limited things, and I do not qualify for full Mass Health due to income limitations since I work part-time. My parents refuse to support me, and that's the biggest hurdle I have. I want to know how to file for bankruptcy and or make my parents pay the debt so that the debt doesn't have any effect on my cvredit score. This law will provide financial incentives for the County's voluntary Design for Life Montgomery (DFLM)Program. The DFLM guidelines for visit-ability and live-ability incorporate design features such as a no step entrance (located at the front door, back door, side door, deck or through the garage connected to an accessible route), making it easier and safer to bring in a baby stroller, move in large furniture, accommodate a person living with a temporary or permanent disability, accommodate friends or relative who have mobility limitations and ultimately will help people age in place. Whether you are a first time home-buyer, active adult, or person living with a temporary or permanent disability, your home will be enhanced by these design features which will meet your needs throughout your life. The goal is to create a more accessible housing stock or those with universal design features to build a more inclusive community. The ultimate outcome would be to make more accessible the entire stock of single family homes in the County. The bill will provide for a property tax credit for an accessibility feature installed on an existing residence; provide for a property tax credit for meeting a Level I or Level II accessibility standard on a new single family residence; provide for an impact tax credit against the Development Impact Tax for Public School Improvements for meeting a Level I accessibility standard; and generally amend the County law regarding property tax credits. This bill will provide tax credits to builders and homeowners for including Level I visit-ability (up to $3,000) and Level II live-ability (up to $10,000) accessibility features in new and existing residential housing. The impact tax credits for builders will be for new construction in single family attached and detached homes. This law also requires disclosure by developers and realtors of availability of property tax credits for accessibility before the buyer signs a contract for the purchase of new single family residential real property in the County. The Commission on People with Disabilities is grateful to the Honorable George Eventual, Council member for introducing Bill 5-13 after having met with the Commission and to County Executive Isiah Leggett and the executive staff for amending the legislation for the tax credits to be allowed in both new construction and renovation. The Montgomery County Commission on People with Disabilities has been involved over the past 10 years in initiating the Design for Life Montgomery workgroup which had developed a voluntary program that is administered by the County's permitting services. Some versions of Windows include support for an application known as Remote Desktop. Jaws also offers support for this application, but it requires an extra $200 add-on purchase from Freedom Scientific. In addition, setting it up securely will almost certainly require a good deal of research, or help from an IT professional. Unfortunately, that is the only way that I know of to do what you are trying to do with Jaws. You might also try asking on the NFBCS list, as I'm not super familiar with setting this up, and there may be other options available that I'm unaware of. I've used remote desktop, but I didn't set it up. My work took care of that, and I've not had a need to learn to do it myself. Finally, you should note that jaws, and everything else is noticeably sluggish when running a remote desktop session. How sluggish will depend on how much latency there is between the host and remote machines. Personally, it drove me crazy, and I avoided using it as much as possible, except to copy documents, or quick and simple things like that. Good luck. These commitments include the following: * To reimburse expenses, consistent with Section policies, for attendance at the ABA Annual Meeting, the Section's Spring Meeting, and one stand-alone meeting of the committee to which the Diplomat is appointed for each year of their term; * To involve the Diplomat in the substantive work of the committee to which the Diplomat is assigned; * To assign to each Diplomat a mentor within the Business Law Fellows, Ambassadors and Diplomat Committee and a mentor within the Diplomat's committee to help each Diplomat navigate his or her way within the Section and to help insure that each Diplomat's tenure is a success; and * To maximize the opportunities for participation and professional development within the Section. Obligations of the Business Law Diplomat Critical to the success of the Program is a commitment by Business Law Diplomats to take advantage of the opportunities presented to them by becoming active participants in Section activities. Their commitments include the following: * To attend the Spring and Annual Meetings of the Section as well as any stand-alone meeting of their Committee; * To continue to be involved in activities of associations or organizations for lawyers with disabilities and to identify substantive areas of common interest in which the Section and the association or organization can coordinate; * To coordinate with the Section's liaison to the ABA Commission on Mental and Physical Disability Law efforts to provide broader exposure of the benefits of Business Law Section membership; * To report to the Council of the Section on a bi-annual basis their experience as a Business Law Diplomat; and * To act as mentors to new Business Law Diplomats and other lawyers with disabilities who join the Section. Business Law Diplomat Application The Section is no longer accepting applications for the 2012-2014 Business Law Diplomat program. Please check our website in August for the 2014-2016 application. The Selection Process To be considered for selection as a Diplomat, a person must be a member of the American Bar Association and a lawyer with a physical, mental or sensory disability who has demonstrated a significant interest or contribution in an area of business law. Selection as a Business Law Diplomat is intended to be an honor, which carries a prestige and distinction reflecting the substantive contributions of a business lawyer with disabilities. The Diplomat will be nominated by the Section's Committee on Diversity Chairs, and selected by the Section Officers. The Program will select one Diplomat for a two year term every two years and will fund his/her expenses during that period.
