Gary,
I think you are right education is of utmost importance. We can make laws but people will still break them if they can
This is an article I wrote for the upcoming issue of Canine Chronicle - a National show dog magazine
It is not available for publication until after it is published in K9 Chronicle
I will then get a release if anyone wants to reprint with appropriate attribution
Articles like this can get people to be more prudent and aware of these issues.
Lets speak next week if you have time--- Tuesday?

Greetings:
Do find the below. Thoughts? I am inclined, as a handler and Civil Rights Commissioner, to believe that, if there is any need for new statutes, it is on the local level or the state level. More than anything, there is a need for awareness raising, such as the Lyceum will do in 2014 with a "stamp of accessibility approval process" it hopes to launch. More details will be forthcoming soon.
Sincerely,
Gary
>Hi NCAC members and friends,
Here is a much worthwhile petition aimed at getting a national law to cope with the increasing incidents of Guide Dogs and
service animals being attacked by other animals. As many of you may
know, that happened to my wonderful Seeing Eye Dog Arisen and while I was able to have it dealt with appropriately, the average guide dog user is not a state official as I was then. We need to get this protection. Please help and sign the petition. I believe I am the first to have done so.
