As Principal Deputy Chief, the successful candidate will assist the Section Chief in planning and directing a nationwide program to enforce the federal civil rights laws prohibiting discrimination against people with disabilities, to promulgate regulations to interpret and implement the requirements of the ADA, and to provide technical assistance to the general public, to State and local governments, to private entities covered by Title III, and to people with disabilities.

Responsibilities include:

Advising the Section Chief on personnel, overall management planning, litigative program development, budget, and other matters; and participating in the decisional process relating to these subjects. S/he supervises directly and through subordinate managers and supervisors, attorneys, investigators, and support personnel;

Supervising various administrative tasks, including evaluating attorneys; Overseeing the preparation of, review, and editing of legal memoranda, complaints, other pleadings, discovery requests and responses, motions, briefs, proposed consent decrees and other legal and technical assistance documents. Overseeing all aspects of pretrial discovery and motion practices to ensure the development of testimonial and documentary evidence for trial. Personally handling the most sensitive and difficult cases;

Meeting, coordinating, and fostering good working relationships with the United States Attorneys' Offices, other Department of Justice (DOJ or Department) components, federal regulatory agencies, and other partner agencies;

Coordinating with counsel for private litigants in cases in which the Government intervenes; conferring with the United States Attorneys' Offices at all important stages of litigation; and meeting with the public (and their delegations), law enforcement entities, and others;

Consulting with and advising DOJ officials at the highest echelon, reporting on the immediate status of civil rights matters that fall under the DRS Section's areas of responsibility;

Consulting and advising the Assistant Attorney General for Civil Rights and the Deputy Assistant Attorneys General. Coordinating with the Division's other litigation Section Chiefs and Deputy Chiefs as appropriate; and

Speaking at meetings and conferences to educate other governmental agencies, industry, and/or the public about the work of DRS. Meeting and conducting outreach to community organizations and other interested parties.

This is a reimbursable detail. The Program Manager works at OPDAT headquarters in Washington, D.C. and carries out headquarters level management responsibilities to include programmatic, logistical and financial support. The Program Manager directly supports OPDAT's in-country Resident and/or Intermittent Legal Advisors (RLA/ILA) to administer technical and developmental assistance. The Program Manager works closely with OPDAT headquarters staff, officials within the Department of Justice and partner agencies, as well as in-country U.S. and foreign officials, to assure assistance programs meet the needs of the host country, and supports Departmental and U.S. policy objectives. More specifically, the Program Manager will perform the following duties.

1. Oversees complex international justice sector development and technical assistance programs undertaken by OPDAT. This typically includes, but is not limited to, oversight of one or more regional focus areas that include Justice Sector Institution Building; Criminal Procedure and Trial Practice; Combating Organized Crime; Combating Transnational Crime; Countering Public Corruption; White Collar Crime; and Counterterrorism.

2. Leads in the formulation and preparation of OPDAT regional or country-specific program funding proposals and implementation plans. Develops program measures and oversees program execution to ensure compliance with department and partner agency policy requirements, consistency with implementation plans and adherence with the terms and conditions in interagency agreements.

3. Works with program personnel in the analysis of justice sector development and technical assistance needs; the assessment of regional or country-specific capabilities; the refinement of program objectives or goals; and the development or refinement of program plans.

4. Assists in the recruitment of candidates for RLA/ILA positions. Identifies and selects instructors and technical advisors to support program objectives, and provides guidance to resolve administrative and logistical issues concerning deployments and re-deployments.

5. Monitors RLA/ILA financial and programmatic activities to ensure the programs are being carried out in accordance with work plans and budgets while facilitating the timely submission of RLA/ILA reporting.

6. Works with program personnel in compiling regional and country specific briefing materials and data call requests covering OPDAT development assistance and training programs.

7. Facilitates and/or assists in the preparation of official correspondence for OPDAT, DOJ, and partner agencies, as well as foreign government officials dealing with development assistance and training programs and matters.

The U.S. Attorneys Office is currently interviewing for a limited number of one-year term Special Assistant U.S. Attorney (SAUSA) positions in the Criminal Division for its San Diego office. The one-year term may be extended in some circumstances. Selected candidates will be assigned to the Reactive Crimes Trial Section, which manages a large volume of reactive cases in U.S. Magistrate and/or U.S. District Court. The casework includes a significant number of drug smuggling and immigration cases, along with a variety of other federal offenses such as alien smuggling, violent crimes, document fraud, and bank robbery. The applicant may be assigned to the Intake Unit, Grand Jury Unit, and/or Fast-Track Sentencing Unit. The Intake Unit is responsible for handling complaints, initial appearances, detention hearings, removal hearings, and magistrate calendars for all reactive cases in U.S. Magistrate Court. The Grand Jury Unit is responsible for negotiating pre-indictment dispositions of reactive cases and presenting those that do not resolve to the Grand Jury for indictment. The Fast Track Sentencing Unit is responsible for the filing of sentencing documents and appearing in U.S. District Court to handle the sentencing hearings in reactive cases.

This position is located in San Diego, California. As needed, additional positions may be filled using this announcement.

Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. In addition, continued employment is subject to a favorable adjudication of a background investigation.
