JOB SUMMARY:

Begin a challenging and exciting career with the Executive Office of the President (EOP) providing support to the President of the United States. The EOP has responsibility for tasks ranging from communicating the President's message to the American people to promoting our trade interests abroad. The EOP is comprised of The White House, Executive Residence, Office of the Vice President, Office of the United States Trade Representatives, Office of Science and Technology Policy, Office of National Drug Control Policy, Office of Management and Budget, National Security Staff, Council on Environmental Quality, Council of Economic Advisers, and the Office of Administration. This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of Chief Administrative Officer (OCAO). The incumbent serves as the EOP Accessibility Officer, serving as the overall accessibility program manager and expert advisor for the various offices that contribute to the overall accessibility program set forth in the Rehabilitation Act of 1973, a complex law which prohibits discrimination on the basis of disability in federal agencies. DUTIES:
•Leads and coordinates all accessibility activities in accordance with the Rehabilitation Act.
•Establishes and implements agency policies, procedures, governance models, performance measurements, communications, and training initiatives.
•Leads and coordinates the agency's compliance activities and initiatives.
•Establishes compliance policies and procedures.
•Sets organizational goals for achieving compliance.
•Incorporates compliance requirements into the agency's procurement, development and maintenance life cycles.
•Provides for governance and oversight of all EOP accessibility projects.
•Serves as the Selective Placement Coordinator for individuals with disabilities.
•Serves as the Contracting Officer's Representative (COR) on contracts related to accessibility programs on the EOP complex.
•Measures and reports on the effectiveness of compliance program activities.
•Provides training and marketing programs to effectively communicate Section 504 and Section 508 requirements throughout the EOP.
•Performs as a strategic partner across PITC organizations and other stakeholders, including technology providers, EEO staff members and reasonable accommodation officials, human resource staff, communications and training groups, OGC, and other federal accessibility program managers.
•Develops and maintains diversity metrics and a scorecard to measure success of accessibility programs within the EOP.

QUALIFICATIONS REQUIRED:
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.   The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

TIME IN GRADE REQUIREMENT: Applicant must have completed a minimum of 52 weeks in positions no lower than the next lower grade or comparable pay band in the Federal service.

SPECIALIZED EXPERIENCE:  Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.   Examples of specialized experience are:

For the GS-13: Applicants must have one year of specialized experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector performing the following: Establishing, coordinating, and setting organization goals for compliance activities and initiatives; providing training and marketing programs with Sections 504 and 508 of the Rehabilitation Act; and advocating and negotiating for improved accessibility with internal and external technology providers and agency stakeholders.

For the GS-14: Applicants must have one year of specialized experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the private sector performing the following: Establishing, coordinating, and setting organization goals for compliance activities and initiatives; establishing and implementing agency policies, procedures, governance models, performance measurements, communications, and training initiatives; providing training and marketing programs with Sections 504 and 508 of the Rehabilitation Act; and advocating and negotiating for improved accessibility with internal and external technology providers and agency stakeholders.

HOW YOU WILL BE EVALUATED:

•Knowledge of IT systems and products in order to successfully coordinate current programs as well as influence future modifications.
•Experience and knowledge of effective change management techniques, as incorporating accessibility compliance into an agency's operational and service delivery processes is complicated and touches a variety of fields (including but not limited to HR, legal, procurement, information technology, facilities, etc.).
•Knowledge of government and EOP acquisition policies, practices and procedures as well as functional relationships in order to coordinate accessibility requirements, monitor and execute duties as Contracting Officers Representatives for multiple contract providers.
