I have a blind friend who lives in Albania. She is 27 years of age and has a
bachelors degree and masters degree. She is wanting to come to America to
pursue her doctorate degree and has questions about US Immigration Law.

I have never practiced any Immigration Law and know nothing about it. Is
there anyone on the list that practices Immigration Law who would be willing
to communicate with this young lady by email?

The young lady in question can come here for a PH.D. program hopefully with
minimal hassles out of Albania.  

First, she needs to find a college to attend; send through an application
and make sure that all requirements for acceptance into a PH.D. program are
met.  

Second, your friend needs to show proof of sufficient resources with respect
to funding that will include living expenses whilst in college here.
Sometimes, a college may give graduate assistantship which may come with a
small stipend.  

Third, your friend will need to have transcripts of previous college work
sent to World Education Services for evaluation; if these transcripts are in
a language other than English, they must be translated into English.
Transcripts MUST BE sent directly by your friend's university to World
Education Services.  Student copies WILL NOT be acceptable.  

Fourth, your friend will have to write TOEFL -- Test of English as a Foreign
Language as well as GRE -- Graduate Record Exam; GMAT -- Graduate Management
Aptitude Test if the previous degrees are business related.  

For the time being, your friend DOES NOT NEED to engage an immigration
attorney; such an attorney may become necessary should your friend elect to
REMAIN IN the United States upon graduation.  

So, begin the process of finding a college ASAP; most admissions to graduate
school work close in February or March in the year for which admission is
sought.
