Hello,
I do practice immigration law.  It is correct that she should not need
an attorney to come in to the US on a student visa, unless there is
something in her history which would possibly disqualify her for a
visa.  Most schools which accept international students will be able
to walk her through the process after she has been accepted to the
schools program.  There are forms she will need to fill out to get the
visa issued by the state department, but again if the school has a
good program for accepting international students they should be more
than able to fully explain the process to her.
If she would like to look into options for remaining in the US after
her program of study has ended that would be a good time to consult
with an attorney in order to explore all of her options.
