Indeed, West usually provides a PDF within just a few hours.

I had a similar experience with my school's disability office. The office
was on the university campus. I had the law school dean of students take
over this job and I haven't had a problem since. I would consider emailing
your dean of students and potentially cc the law school dean on that email
stating this has to be done immediately.
