However, there are two ways to test webpages for conformance: manual review and fully automated tools. Often a mix of manual and automated testing is needed to fully evaluate most websites. The results, however, may vary according to the test methods used. It is important that test procedures align to an established framework or "baseline" to ensure that the results accurately evaluate conformance with the standards. In partnership with the General Services Administration (GSA) and the ICT Baseline Working Group in coordination with the CIO Council Accessibility Community of Practice (CIOC ACOP), the U.S. Access Board has released a baseline for testing web content. The ICT Testing Baseline for Web Accessibility sets minimum testing criteria and evaluation guidance to determine if web content meets the 508 Standards that incorporate by reference the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA. Issued by the W3C's Web Accessibility Initiative, WCAG 2.0 is a globally recognized, technology-neutral standard for web content. The ICT Testing Baseline describes how to evaluate conformance and is organized by categories to help users easily identify applicable requirements. The Baseline itself is not a test process and does not include testing tools, but it can be used to create an accessibility test process. It can also be used to assess how well an existing test process evaluates conformance with the Section 508 requirements. To aid comprehension of the Section 508/WCAG test requirements, the Baseline Tests for Web are in categories such as images, forms, keyboard, synchronized media, and sensory characteristics. Each test includes the applicable accessibility requirements, test method rationale, and procedures and instructions to assess accessibility properties and determine test results. Some Baseline tests have multiple accessibility requirements. For example, the Forms Baseline Test has eight accessibility requirements and test procedures for each requirement. Test procedures indicate the content to test (Identify Content), what to check (Test Instructions), and what determines a pass/fail outcome (Test Results) as illustrated in this example from the Forms Baseline: 10.5 Test Procedure for Form has a Label Baseline Test ID: 10.5-FormHasLabel Identify Content Find all form components. Examples include buttons, text fields, radio buttons, checkboxes, multi-select lists. Find all instructions and cues (textual and graphical) that are related to form components, including groupings, order of completion, special conditions or qualifiers, format instructions, etc. Test Instructions Check that each form component has label(s) or instructions. [SC 3.3.2] Test Results If any of the above checks fail, then Baseline Test 10.5-FormHasLabel fails. Utilizing the Baseline to create or evaluate a test process ensures that all Section 508 requirements are tested. While some accessibility requirements are clearly applicable to just one type of element, some requirements apply to many elements. WCAG SC 1.3.1 Info and Relationships, for example, is a single but very broad requirement that is tested by four Baseline tests. Many agencies have used the DHS Trusted Tester test process for their manual testing of webpage evaluation. The DHS Trusted Tester version 5.1 is a manual testing process that was developed from the ICT Testing Baseline for Web. Manual testing processes are time-consuming methods, and one of the goals for publishing the Baseline is to facilitate validation of methods which also include automated tools. Until automated tools are capable of evaluating conformance to all Section 508 requirements, the best test procedures involve a combination that provides both the efficiency and speed of automated tools and the accuracy of manual testing. The Baseline allows agencies to evaluate their own test processes, review others' accessibility conformance reports, and trust others' reports on web accessibility. Federal agencies are encouraged to review the Baseline, which is recognized as a best practice by the Federal CIOC ACOP, and begin their alignment efforts. Users are invited to propose improvements and submit test cases to help validate test processes and tools through a GitHub repository. The Baseline interagency working group is developing a procedure for federal agencies to validate how well existing test processes align to the Baseline. Test processes that demonstrate alignment to the Baseline will be acknowledged as reliable processes or determining Section 508 conformance. The FCC also cited ViaTalk for years of failing to file the annual compliance certification, signed by an officer of the company. The ViaTalk order illustrates that under the Twenty-First Century Communications and Video Accessibility Act (“CVAA”) and Section 255 of the Communications Act, it is not enough for telecommunications manufacturers, suppliers and service providers (including I-VoIP and non-interconnected or “one way” VoIP providers) to make their products and services accessible to persons with disabilities, these companies MUST ALSO ensure that their products and services are “usable,” as explained below. The Usability Requirement In the telecom disability rights landscape, “usability” refers broadly to the ability of people with disabilities to learn how to use covered products and services, including their accessibility features, effectively and independently. To fulfill this goal, FCC regulations require equipment suppliers and service providers to ensure access to information and documentation provided to other customers for customers with disabilities. Such information and documentation includes user guides, bills, installation guides for end-user installable devices, and product support communications, regarding both the product in general and the accessibility features of the product. The usability requirement applies to practically everyone in the chain of telecommunications product development and distribution, and to telecommunications providers generally, as well as to advanced communications services (“ACS” and end-user equipment used to access them. ACS include interconnected VoIP, non-interconnected VoIP, electronic messaging, and interoperable video conferencing services. The ViaTalk Order The ViaTalk Order arose from an unresolved consumer Request for Dispute Assistance, which escalated into an informal complaint. The aggrieved ViaTalk customer, a quadriplegic, had been a ViaTalk subscriber for more than a decade. After beginning to experience problems with ViaTalk’s service, he opened a support ticket with the company, which sent him a new adapter to resolve his service issue. He then requested a call for additional troubleshooting, because he had difficulty navigating the online support platform due to his disability. Despite multiple requests for ViaTalk to call him to troubleshoot the problem he continued to have with the VoIP service, including installation of the adapter, the company never called or followed up to schedule the requested call. In the subsequent FCC enforcement proceeding, the company defended its inaction by claiming that the requests to schedule a specific time for assistance were accompanied by threats to take legal action, and that its “support representatives don’t have authority or training to represent ViaTalk regarding legal matters.” In so arguing, ViaTalk assured that it “would have made this accommodation had the legal action statements” not been made. The Commission was not convinced. Although the FCC concluded that ViaTalk’s VoIP service is accessible to consumers with disabilities, it found that the company violated the usability requirement by ignoring the quadriplegic customer’s request for technical support over the phone. The Commission soundly rejected the company’s “support representatives are not lawyers” defense, noting that “it is not unusual for customers who are dissatisfied with a situation to threaten legal action against a company” and that threats of legal action do not eliminate the obligation to comply with the usability requirement. ViaTalk now faces a possible forfeiture or other sanctions, which will be determined by the Commission’s Enforcement Bureau in a later proceeding. The ViaTalk Order demonstrates that the FCC takes alleged accessibility and usability violations seriously. I tried using Be My Eyes, but the document is in a PDF, so no volunteer can read the document; even if, they take a picture of the document with there cell phone. I tried converting the document to a searchable PDF, but that was a total nightmare. I could only read twenty percent of the document. I spoke with the owner of the law firm, and suggested that someone read the document into a MP3, but he said, "No because that would not be a good use of his resources." I'm apparently more fortunate than I knew. Our state's court database adds all charges, disposition, information sheet, etcetera in plaintext as well as a scanned PDF. I also have paralegals and law students who are happy to read things to me once in a while, but if I know exactly what I'm looking for, I might even call over to the court clerk's office to ask a specific question. Incidentally, I also recommend to everyone that we tighten up all of our blindness and other soft skills to be as truly equitable as possible such that we build up good will for when we do need additional assistance. It is from London. I too get frustrated with police reports. They are full of acronyms and abbreviations and tables that my ocr softwareget wrong. I have been a criminal defense attorney for about 20 years and I do have an assistant and AIRA and they are helpful. In the long run, you will have to get a sense of how much handwriting you will need to read. Other lawyers here can answer that better than I can, but it is almost certain that this will be a recurring issue. At this point, there just isn't anything that will reliably convert handwriting into characters that allow us to examine with a screen reader. Seeing AI was suggested in another note but while I have occasionally gotten it to read certain bits of handwriting, I don't think it will reliably read handwriting for legal purposes. There are times, though, when reading a paper document using an iPhone will be valuable. Seeing AI will do that as will VoiceDream Scanner and Supersense. All three tend to read different things well, so it makes sense to know all three well. If you are a JAWS user, you have access to Convenient OCR which can also work, but none of these will reliably read handwriting all of the time or even very completely. I am not sure what issue prevents you from getting information from "Be My Eyes" from a PDF, although it might be an issue to run that app and an app that reads PDF's. Did you try displaying it on another computer screen and have them read the document from that screen? If the document isn't too long, printing it out on paper would give you another option to try with Be My Eyes. If you need this specific document to move ahead with a project right now, figuring out how to make it possible for Be My Eyes to read it might be a good solution if you don't have anybody available to help you out for the short term. However, you will want to take an organized approach. You don't want them to read the whole document from start to finish. You will want them to see where the handwriting is. There may be large portions of the document you can read that is regular text and you might be able to have them concentrate on the areas that have handwriting. You said you could only read 20% of the document. Is that because 80% is written by hand or are there other issues? When reading a PDF on a personal computer, there are options that can sometimes help if you are getting the text out of order. Acrobat has an option to read from left to right, top to bottom, or Infer reading order from document. Trying both options may result in getting something more satisfactory, but it won't change the handwriting issue. If the PDF's are being prepared for you from printed documents, there may be scanner settings that might allow a document to be converted to text more reliably. It is hard to make suggestions along those lines without more information. This is likely frustrating for you. Remember, though, that employers offer internships to find out how creative potential employees are. It also gives you a chance to experiment to some degree and learn. Good luck. I use Kurswell, Jaws ocr and Adobe, but all three get these tables and columns out of order and misread some of the characters. To that end, I am wondering if there are favorite brands/models of treadmills out there that are accessible. I am not asking for anything fancy: just the ability to turn the unit on and adjust speed and inclined without having to interact with a touch screen but rather a flat button as you see on microwaves. I can design my own workout and locate music. A water bottle holder and stand for your phone are a nice bonus. Durability is important, and I am willing to spend good money for solid construction. As a result, many Nordic Track units are out, since I have not found them sturdy for daily use, but let me know if there is some amazing premium line that I am not considering! I wanted to ask you all for ideas before I start cold calling manufacturers because the verbal descriptions on websites are laughably useless for the kinds of parameters I have in mind.
