About the Agency:
The 1981 Legislature created the Office of Administrative Hearings (OAH) to offer Washingtonians an independent, fair and neutral forum to hold administrative hearings on disputed matters referred by state and local government agencies.  Operating out of field offices in Olympia, Tacoma, Seattle, and Spokane Valley there are 277 employees, including 100 Administrative Law Judges who preside over administrative hearings involving unemployment insurance benefits, child support, food assistance, medical benefits, business and professional licensing, and more. OAH conducts hearings for more than 30 agencies and 160 programs.  Our referring agencies include the Employment Security Department (ESD), Department of Social and Health Services (DSHS), Department of Children, Youth, and Families (DCYF), Health Care Authority (HCA), Liquor and Cannabis Board (LCB), Department of Financial Institutions (DFI), the Office of the Superintendent of Public Instruction (OSPI), and others. The Opportunity:
OAH is currently looking to fill a new Assistant Chief Administrative Law Judge - Diversity, Equity, Inclusion (DEI) position. The position of Assistant Chief (AC) Administrative Law Judge - DEI is critical to the successful completion of the OAH mission.  This AC contributes to the mission by establishing and managing the agency-wide DEI program, while fostering an environment that supports the mission, vision, values, and goals of OAH. Leading OAH's DEI program directly contributes to the mission of the agency by ensuring access to justice to the parties in OAH hearings and promoting a work environment for OAH employees that values diversity, equity and inclusion.

This position advises the Chief ALJ and members of the executive management and leadership teams on how to coordinate and operationalize diversity, equity and inclusion objectives and intentions into key service delivery components across the agency, ensuring that assessments are developed to measure the impact of OAH's DEI efforts.
Duties
Some of what you'll do:
Establish and manage OAH's agency-wide Diversity, Equity and Inclusion (DEI) program.
Participate in strategic planning and develop performance measures related to Diversity, Equity, Inclusion and Respect (DEIR). Lead and manage the action plans for implementing this strategic objective.
Create processes and systems to measure the impact of DEI efforts as it relates to OAH delivery of adjudicative services. This includes research, identification, and recommendation of assessment tools and resources that would measure the ongoing impact of OAH's equity work on parties in OAH's hearings, such as expanding language access services for Limited English Proficiency (LEP) parties in OAH Hearings, removing barriers for parties with disabilities that preclude meaningful participation in their hearings, and leveraging technology to promote access to justice.
Serve as OAH liaison with the state Office of Equity and other stakeholders. Working closely with the Chief ALJ, establish a strategic equity plan that aligns with the agency 2021-2026 Strategic Plan.  Lead and manage action plans that further the goals and objectives of the strategic equity plan.
Serve as OAH's subject matter expert (SME) and consultant on diversity, equity and inclusion matters.
Serve as Chair of OAH's standing Diversity, Equity, Inclusion and Respect (DEIR) Committee.
Create collaborative partnerships with external stakeholders (e.g., state and local government agencies, legal community entities and community organizations) to support and implement OAH's DEI goals and objectives.
Provide advice and recommendations to the Chief ALJ and the executive management team (EMT) regarding DEI to raise awareness, support culture change to implement DEI principles and practices.
Collaborate closely with agency leaders and staff to operationalize strategies, solutions, best practices, training, tools and resources that further DEI goals and objectives.
Review and make recommendations on policies and practices for handling ADA accommodation requests from parties in OAH hearings, including reviewing and updating WAC 10-24-010.
As assigned, preside over hearings that are fair in appearance and substance, write and issue well-reasoned decisions within the agency's timeliness and quality standards. This AC position is not assigned a specific caseload, but will assist with caseload coverage needs.

Working Environment:
Work is performed either in a traditional office environment or by teleworking, using office equipment and computer hardware & software.
The opportunity for an alternate work schedule and teleworking exists pursuant to OAH policy.
The position occasionally requires working an unpredictable schedule, and can often require working more than forty (40) hours per week.
Some travel within the state may be required, with occasional overnight stays.
Qualifications
Required Qualifications:
Juris Doctor degree or equivalent (if obtained out of the United States).
Active or judicial membership in good standing with the Washington State Bar Association (or any US bar association).
5 or more years of legal experience as a licensed attorney.
5 or more years of experience working in and with diverse and historically underserved communities.
5 or more years of leadership experience, which includes leading others, stakeholder engagement, and managing/navigating change.

Preferred / Desired Qualifications:
Experience implementing DEI initiatives, programs, or policies.
Certification as a Diversity Professional (CDP), or similar DEI professional certification or training.
Project management experience and/or certification.
Experience with subject matter of OAH caseloads.
Mediation experience.
