You can't. PDF's are what they are and can't be easily changed. If JAWS
doesn't see edit field, the creator of the form did something wrong -- or it
is intended that you print out on paper and fill it out that way.

Hello, I was wondering whether anyone had any experience working with jaws
for windows and PDF documents? In other words, how can I fill out forms that
do not have an edit field in the PDF or change things around in these kinds
