It's extremely unlikely that any single person will be barred in that many
states, because becoming barred is a bit of a pain and has (often yearly)
costs. Almost all lawyers are only barred in 1 to 3 states.
But that is not generally a problem, since a lawyer can be allowed to
practice in a given state ad hoc if needed, and one doesn't need a license
in a given state to give advice about that state's laws.
And ADA is federal law. There are state laws that are similar or broader
(e.g. California is well known for this), which may be relevant, but that
depends on the issue.
So, I suggest you drop that part of your requirements. It's not really how
things work.
It would be easier to refer you to someone if you can succinctly state the
topic you need advice about.
