Outcome will be known in some unspecified amount of time when the Presiding
Officer rules on the current briefing. After that there's appeal to the
Commission (39 CFR 3010.336) and after that to D.C. Circuit (39 USC 3663).
If we win there will probably be public notice and comment proceedings,
under the APA or 39 USC 3661 or both.
