Publishers once tried to destroy the used book market by claiming it to
be a copyright violation to redistribute content they never "licensed"
others to view. That self-surving money-grab argument was soundly
rejected as incompatible with ownership and fair use. (That may be a
reason some publishers are moving away from paper books.) I would make
the argument that unless the purported purchaser of the used book
actually stold the book and has no rights to its content, the publisher
is obligated to provide an accessible copy. The publisher's cost of
providing a copy that ought to be available for new purchasers is
negligible. I know that some DORS offices expect or demand that
clients save money by purchasing used, rather than overpriced or
capreciously-updated new books. In the meantime, perhaps anyone who
purchases a new book and gets the file should upload
it to Bookshare, or a similar site, which distributes it to anyone who
can demonstrate an inability to read print. That would be no
different, in principle, than redistributing a scan of the print book
as is currently permitted.<br>

new book comes with the option of getting an accessible electronic copy
from West. West receives nothing from the purchase of a used copy.
When you buy a used book, you get the book, so why would the purchaser
think they are entitled to get all the benefits of a new book they did
not buy?
