Hello,
You may want to look at tex4ht which can convert LaTeX to XHTML with 
mathml (check you are actually getting it to do that conversion as I 
think it can do plain HTML with images). Also you may want to try TTM 
(free on Linux, paid for on Windows, a quick google search for ttm linux 
mathml should bring it up).

Some converters (plasTeX comes to mind http://plastex.sf.net) produces 
HTML with equations as images and sets the alt-tag to the LaTeX source. 
However I would say that this option (using LaTeX source for alt-tags 
isn't really a good solution as it requires readers to understand LaTeX 
and does not offer visual manipulation like colour alteration).
