You might want to try something like Tack-Tiles or other manipulatives.

You of course want to make sure he knows all his subtraction facts before he 
has to deal with borrowing.  And you  can probably come up with some 
creative ways he can grasp the concept of borrowing without having to be 
concerned about the notation.

You are correct that the Nemeth notation for cancellation and borrowing is a 
bit awkward.
