[BlindMath] Subsec. 10.7.6 in the UEB Rulebook: Why not use the "can" contraction in the word "Cantonese"?

Hi mates? 

I have a UEB-related query.

In the examples in 10.7.6 in the UEB Rulebook, 2nd edition, there is an example where the word "Cantonese" has been transcribed without the dots 456 and c initial-letter contraction for "can".

What is the justification for this?
