Is ascii math  the same as LATeX? This looks like standard LATeX to me.

You have two objects R_b and R_x. Probably they're two different types of
the thing R (whatever that might be in this context). The R things have
values at t=1, t=2 ... t=N. t is commonly time but that doesn't matter here.
For each of those values of t you take the difference between the R_b thing
and the R_x thing at that value of t. Then you add up all N of them, that's
what the \sum_{t=1}^N means. Then you divide that sum by N-1 and finally
take the square root.
