True enough. But land and deeds has the best shot at putting a legal 
shoe into the works!

I do.  IDEA mandates a Continuum of Services and education in the
Least Restrictive Environment that meets the educational needs of the
students.  The students who are at the Oregon School for the Blind
are there because there is no other placement possible.  With its
closure, there is no longer a Continuum of Services.  The result is
failure to provide a Free and Appropriate Public Education as
required by the law.

All of that is separate from the whole issue of lands and deeds.
