RJ you may want to correct your spelling on the before submitting it, the way you have writes is W R I T E S that is when someone is writing something you want it to read R I G H T S, also we have something similar going through congress at this time if you go to nfb.org and read the 
2,900 Delegates to National Federation of the Blind Convention Unanimously Reject Workforce Investment Act Reauthorization 
it gives full details on this.

You need to be specific on what you write, also we may already be working on the issues are you seeking, the next braille monitor should have all the resolutions that were discussed and voted on, I do not know if you were at this year's convention but it was a strong one.
