Our friend now has access to her pool. They gave her a key but now want a
doctor's statement. I suggested she ignore them.

Would it matter if you were completely blind?  It's not like seeing is a
prerequisite for swimming.  Not getting lungs full of water seems to be the
most primary requirement.
