Yes, exactly what you thought and everyone has agreed with.

I do own my own home and I do allow both my current and retired guide to go 
in the yard off leash.  I pay to have the yard cleaned up twice a week. 
When I am away from home I use the plastic baggie method others have 
described.

Wherever the dog goes it is definitely the owner's responsibility to get it 
cleaned up.
