Steve, you make an excellent point.  One can actually locate such drivers in
Aging Units through County Government as many have volunteer driver
programs.  It might be worth looking at what your county Aging Unit offers.

What about looking at retired professionals who want to make a little extra
cash and do some good for someone at the same time?
